Tommy Hughes was a cover artist who has drawn covers for Frew's The Phantom.
Hughes, who was then working as the Art Director on The Australian Women’s Weekly, was hired by Ron Forsyth (Frew Publications), to assemble the Phantom comic book and draw the covers. He never signed his covers, but produced the majority of Frew covers from 1957 until he retired in 1988.
