Plot synopsis
In Morristown harbour, all work is controlled by the gangster Shark who is both chairman of the dockworker's union as well as owner of the largest stevedoring company. The Phantom gets involved when the dockworker Rufus tries to organize a protest and is beaten up by Shark's men.
