Kulai Singh was a leader of the Singh Brotherhood in the 1800's.
Kulai was the mastermind behind a plot to install Chandra Sykharn as colonel of the Jungle Patrol. Sykharn murdered the 14th Phantom, but the 15th Phantom revealed the plot and defeated Kulai in a fight. Kulai was sent to prison, but escaped a year later and reorganized the Singh Brotherhood far away from Bengali. The Unknown Commander Pt 1 The Unknown Commander Pt 2
