Franz Weeber is a scientist and father of Elaine Weeber.
According to the newspaper strip
Franz travelled to the Misty Mountains with his daughter Elaine in the hopes of proving her deceased fiancé's discovery of the fabled "missing link" was genuine. However, Franz and Elaine’s helicopter crashed and they became stranded in the Mountains. Being made aware of this by Colonel Worubu, the 21st Phantom journeyed to the Misty Mountains to rescue them. While there, the secret behind the “missing link" was revealed; it was actually ex-circus performer Claude in a gorilla suit. After the encounter Claude and Elaine fell in love. The Missing Link
